PAL provides expert Management, Organizational,
and Business Improvement consultants to assist you in all aspects
of organizational improvement and transformation, (1) assessing
your organization today, (2) developing a vision and strategic
plan for the future, (3) managing the change necessary to implement
that plan, (4) measuring progress toward achievement of that
vision, and (5) facilitating improvement, redesign, or reengineering
of your processes.
PAL provides its clients with a range of consulting
services that includes expert advice, assistance, and guidance
in support of management, organization, and business improvement
requirements. Specifically, PAL's consulting services focus on
strategic, business and action planning, performance measures
and indicators, process and productivity improvement, and organizational
assessments. PAL's consulting services also include related studies,
analysis, and detailed reports documenting development, consultation,
and implementation efforts. We provide consultation services
using a variety of support techniques tailored to meet our clients'
requirements. The PAL approach features customized support responding
to the specific needs of each client. PAL's consultation services
process provides solutions to customers' problems because we
focus on developing a total systems approach to efficient operations
for today and future challenges.
Strategic, Business, and Action
Planning. PAL's strategic, business, and action
planning is directly linked to the current and future success
of all organizations and provides a central focus for future
activities. Each of our plans identifies the direction outlined
by senior leadership. Additionally, PAL provides a road map
to enable all organizational departments to develop their
implementing plans. PAL understands the challenges involved
and the inherent responsibilities that are assumed by a supporting
contractor. PAL uses structured business planning techniques
that contribute directly to the achievement or organizational
objectives. As a priority task, PAL assists the supported
organization in defining its underlying and fundamental requirements
that impact on the strategic plan. This includes a clear
statement of the mission and goals of the organization and
the work processes that are integral to its organizational
success. Using this process, PAL emphasizes the need to view
the entire organization from a system prospective that relates
end products and services to the overall mission and goals
of the organization.
Performance Measures and Indicators. PAL
uses an inter-operative process to design and select performance
measures and indicators that reliably measure customer progress
in achieving objectives. The PAL process integrates quantitative
and qualitative measurements to obtain a holistic view of the
organization's position for achievement of objectives. PAL consultants
and evaluators realize that "the answer you get depends
on the question you ask". Working closely with the customer,
we ensure that performance measurements
"ask the right questions" and, most importantly, provide
a reliable indicator of corporate status regarding achievement
of objectives.
Process and Productivity Improvement. PAL
realizes that process and productivity improvement are recognized
as being a key element in MOBIS. Process and productivity improvement
actions are founded upon, and directly related to, business planning
and performance measuring. PAL uses a systematic analysis of
business processes and related performance indicators to identify
non-productive, redundant, missing, or inefficient activities.
Process modeling and productivity measurement are critical aspects
of this analysis. PAL's analysis includes a review of work performance,
cycle-time reduction, quality management, supervisory systems,
benchmarking, and best practices.
Organizational Assessments. PAL
performs organizational assessment services as a distinct MOBIS
support activity and as an integrated action, related to business
planning, performance measuring, and process and productivity
improvement. In each case, plans, measurements, and improvement
are dependent upon an organizational assessment that establishes
the organization's status correlated with the stated mission,
operational organization, management processes, product and services
production, and profitability.
SIN 874-2 Facilitation Services
PAL provides expert facilitation and related
decision support services to maximize your efforts to establish
and conduct collaborative business sessions of any kind, working
groups, or integrated product, process, or self-directed teams.
This is enhanced by our understanding of the organization, operations
and mission of Agencies in the Federal Government.
Specifically, PAL has provided decision-making
support to our commercial clients. PAL uses a collaborative process,
to facilitate Strategic Planning Sessions; Program Matrix Development;
Senior Executives Vision Development; Budget Development and
Program Funding; Resource Development; Marketing; Operational
Requirements; Integrated Product and Process Teams and Focus
Groups
SIN 874-6 A-76 Privatization Support Services
and Documentation
PAL has been involved with cities, military
installations and citizen groups that are looking to enhance
their visibility and viability as they relate to A-76 studies
and the consequences and opportunities from the results of the
studies. We have also assisted a client that received a contract
with DoD for a Logistics Support Facility. We were instrumental
in the award and continued growth of the contract.
PAL provides advice, consultation, assistance,
and documentation in support of studies conducted under OMB Circular
A-76. PAL also provides strategic, tactical, and operational
planning support; initial study planning and assessments and
studies of potential privatization opportunities. PAL is capable
of determining the Government's Most Efficient Organization (MEO)
thru performance management studies. PAL has also assisted in
developing public-private partnership support.
SIN 874-7 Program Integration and Project Management
Services
PAL provides proven program integration and
project management services to meet the full spectrum of requirements
and program needs. The experienced, multi-disciplined staff at
PAL has successfully implemented the DOD5000 acquisition policies
and procedures. Program integration support covers the array
from project/program evaluation to full organic capability necessary
to plan, develop, execute and control programs and projects.
