Douglas S. Wood
Douglas S. Wood brings to PAL thirty five years of engineering,
acquisition and management responsibility with both government
and industry. He has proven success in planning, marketing,
directing and applying information/electronic warfare, signals
intelligence, night vision, and infrared imaging technology
to user needs. This extensive experience also includes business
development, organizational development, and reengineering
an organization during expanding, downsizing and merger and
acquisition environments.
As a Senior Vice President & General Manager at CACI Technology
Inc., Doug was responsible for executive direction of CTI’s
Technology Sector. He successfully directed the evolution from
an offensive information warfare focus to an expanded group
providing information assurance and information warfare solutions
and services across the company’s business areas. Doug was
instrumental in developing strategic and tactical plans that
led to customer base diversification from DOD to federal non-DOD
and commercial clients and continued company growth in excess
of 10% per year. This successfully expanded the company’s information
warfare and information assurance client base.
Provided Senior Executive Service leadership to a 300 person
organization executing $120M a year research, development and
production program in signals intelligence, electronic attack,
information warfare, intelligence fusion and dissemination,
and counter drug technologies. Developed strategic alliances
with industry, international partners and other government
agencies to exploit emerging technology for application to
customer needs. Army leader on the National Security Agency,
Technology Review Panel, which directs a yearly $20M joint
tactical SIGINT program. Army National Leader (1993-1997) on
the five-nation “The Technical Cooperative Program (TTCP)”
panel for electronic warfare.
Provided senior technical and management leadership to the
Army’s night vision and electro-optics program ($130M research
and development and $100M production per year) through seven
Divisions employing approximately 550 people. Working with
partners from industry and other DOD elements, effectively
expanded the organization’s role in Army’s aviation programs
and established a Division to execute prototype target acquisition,
pilotage and target recognition programs. Working with the
Army’s PEO/PM system, defined, planned and directed the execution
of electro-optics applications for the Apache TADS/PNVS, AHIP
Mast Mounted Sight and Aviator’s Night Vision Imaging System
(ANVIS). Served as the US Army Representative on the Infrared
and Electro-Optics panel of “The Technical Cooperative Program”
(US, UK, CA, AU, NZ).
Mr. Wood has MS and BS degrees in Electrical Engineering,
University of Virginia. He is a certified Senior Executive
Service level III member of the Army Acquisition Corps in "Systems
Planning, Research, Development and Engineering". He also
served for 5 years on the Industrial Advisory Board, University
of Virginia Electrical Engineering Department.
