Joseph L. Ferreira
Joe Ferreira has 6 years of successful business
development experience assisting clients in introducing their
products, developing strategies, obtaining Congressional funding,
and representing their interests within the Federal Government.
Joe Ferreira has thirty years of professional
experience in military aviation fields, culminating in a high
level position developing multi-million dollar budgets and
strategic planning for force modernization. In addition to
his specialized experience, his tenacious attitude and perseverance
to succeed in complex circumstances brings additional strengths
to PAL.
Joe completed his thirty years with the United
States Army as the Chief of Aviation and Safety Division, Army
National Guard (ARNG). He was the manager of a 53 person division
responsible for the resourcing, readiness, modernization, procurement,
training, program management and logistics for an aviation
fleet of over 2000 aircraft and 20,000 aviation soldiers. He
was instrumental in developing and implementing the Aviation
Restructuring Initiative incorporating not only additional
aircraft into the fleet, but also procurement of modernized
systems. He was responsible for managing safety programs for
the total Guard population of 360,000. Because of his ambitious
and active participation with the Department of the Army, Department
of Defense, and Congress, he successfully defended a $500 million
budget.
Prior to his position with the National Guard
headquarters, Joe was the State Army Aviation Officer in the
New York Guard. There he was the primary advisor to the Governor
and Adjutant General on all matters pertaining to military
and civil authority involving their National Guard assets.
He also held the position of Advisor to the Director of Evaluation
and Standardization at Ft. Rucker, Alabama. He was the principal
officer responsible to the Commanding General for Army National
Guard aviation programs where he significantly contributed
to enhancing the integration of all Army aviation assets. Joe
is a Vietnam Veteran rated in multi engine fixed wing turbine
and numerous rotary wing aircraft. He is a master aviator with
over 5000 hours experience.
Joe earned his Bachelor of Science Degree
in Economics with a minor in Philosophy from Niagara University,
Lewiston, New York. He pursued graduate credits in Political
Science from Marist College, Poughkeepsie, New York. He is
also a graduate of Organizational Research and Statistical
Analysis, Command and General Staff College and various other
Army professional development courses. Joe retired as a Brigadier
General from the New York Army National Guard.
