Scott Bruce
Scott Bruce is a principal consultant for Peduzzi Associates,
Ltd. He is a former Navy test pilot, Acquisition Professional,
independent business owner and consultant, and brings a highly
diverse and technical aviation background. He is certified
to the highest level by the Department of Defense in Acquisition
for the fields of Test and Evaluation, Systems Engineering,
and Program Management. He also brings our clients an acute
sensitivity to business development as he has significant experience
as both a partner and as a consultant in building small business.
In the last four years, Scott has consulted to more than 20
different companies, ranging from Boeing and DynCorp to the
smallest home-grown businesses and knows the importance of
understanding a corporation’s culture in order to meet PAL
clients’ expectations.
Previously, he took a position as Vice President of Drake
Associates, Inc., an underwater operations firm. In that capacity
he was responsible for new business development, including
transitioning from smaller local contracts to winning federal
contracts as the primary business base. In his last year with
the company, he increased annual revenues by 50% over the company’s
previous year.
Scott spent 20 years in the US Navy as an operational pilot
and test pilot, serving the last ten years as an Aeronautical
Engineering Duty Officer specializing in aviation research,
development, test and evaluation. His navy career culminated
as a program manager for Commercial-Derivative Aircraft, managing
eight different aircraft programs. He has extensive experience
in Best Commercial Practices as well as Federal Aviation Administration
Procedures. Scott’s extensive experience with 24 large aircraft
acquisition programs over his military acquisition career gives
him a comprehensive background in military acquisition principles
to balance his commercial experience.
Scott also brings considerable international experience having
served a tour as an exchange pilot with the Royal Navy. In
addition to his exchange tour, he has a long history of international
operations and experiences including conducting foreign weapons
evaluations for the US Navy, participating in flight demonstrations
throughout Europe, as well as serving as a test pilot while
correcting major aircraft deficiencies in Brazil.
Scott is a graduate of the US Navy Test Pilot School, earned
a Masters Degree in Aeronautical Engineering from the US Naval
Postgraduate School, and has a Bachelor’s Degree from the US
Naval Academy. Scott’s focus is to leverage his diverse aviation
experience as well as his keen business insight to provide
PAL’s clients a distinct advantage in business development
with the Naval Air Systems Command.
