Frederick (Rick) P. Brackett, Jr.
Rick Brackett has over twenty-three years of professional
experience in naval aviation and shipboard fields, leadership,
administrative management, training, and diplomatic relations.
His service in the U.S. Navy culminated in a diplomatic position
in Europe. He brings to PAL a broad background of naval experience.
Rick has served in a variety of assignments around the country
and overseas during his U.S. Navy career. Four years prior
to his retirement he served as the Naval Attaché and Security
Assistance Officer at the U.S. Embassy in Finland. In that
capacity he advised senior military and civilian policy and
defense leaders in support of diplomatic relations for the
United States. He was instrumental in negotiating myriad international
agreements for the U.S. Navy and Department of Defense. As
a principal point of contact for the Office of Defense Cooperation
he coordinated sales, represented U.S. military defense contractors
to international customers, and facilitated post contract support
representing over $4 billion in contracts. He supported both
large and small defense and commercial contractors from the
initial planning phase through project completion.
Prior to his work at the U.S. Embassy, Rick was commanding
officer of one of the largest aviation squadrons in the U.S.
Navy. He led an organization of over 450 diverse male and female
personnel that included over $250 million in assets. Rick developed
new tactics and oversaw the implementation of new electronic
warfare equipment and aviation platforms for training surface
and aviation units in both the Atlantic and Pacific Fleets.
Rick has a Bachelor of Science Degree from Jacksonville University
in Florida. He has a comprehensive and multifaceted background
in naval air and shipboard operations. He is experienced in
anti-submarine warfare, anti-air warfare, anti-ship warfare,
electronic warfare, mine warfare, combat systems operations,
and flight instruction. He has lived and traveled extensively
overseas in both the orient and Europe. He brings to PAL a
naval perspective and additional domestic and international
experience.
